Barbara Carby PhD is the Director General of the Office of Disaster Preparedness and Emergency Management in Jamaica. She is responsible for national disaster management programme in Jamaica. Dr. Carby has made a name for herself both locally and internationally through her participation in various conferences and workshops including the World Conference on Disaster Reduction 2004, ECOSOC 2005, Early Warning Conference 3, 2006. Furthermore she has been a consultant to the International Red Cross, Department for International Development of the UK Government, UNESCO and the Inter American Development Bank.

On the philanthropic side of things Dr. Carby has been involved in a number of voluntary activities including Vice-Chairman United Nations Scientific and Technical Committee for the International Decade for Natural Disaster Reduction, Vice Chairman Association of Caribbean States (ACS) Special Committee on Natural Disasters, Chairman ACS Special Working Group on Agreement of Member States on Natural Disasters and President, Natural Disasters Network, Inter American Development Bank Regional Policy Dialogue.
